Lake Hallie incorporated on February 18, 2003, when the town of Hallie voted by referendum to become a village and stop the annexation and utility encroachment creeping in from Chippewa Falls to the northeast and Eau Claire to the southwest. There is no old fabric to work around here: Chippewa County has 13 National Register listings, nine of them in Chippewa Falls, and not one of them is in Lake Hallie. Of the village's 3,222 housing units, 764 went up between 2000 and 2009 and another 608 have gone up since 2010, so better than 40 percent of the housing is this century's, and only 127 units predate 1940. That 2000s wave is the work right now - those roofs, decks, siding, and first furnaces all went on within a few years of each other, and they come due together.

The 2020 census counted 7,170 residents, up from the 4,703 the town held in 2000, and the money is solid: median household income of $86,740, a median owner-occupied home value of $292,100, and 2,210 of 3,129 occupied units owner-occupied, right around 71 percent. The named anchors run to logistics and retail rather than one big plant - a Walmart off US 53, a Menards distribution center in a former Shopko building, two shopping centers, hotels, and several car dealerships, plus Atlas Manufacturing, which consolidated seven buildings into a single 48,000 square foot plant on 23 acres in 2025. Chippewa Valley Regional Airport borders the village on the south. The buyer is a two-earner owner who works in Eau Claire or Chippewa Falls and comes home here, and the village is split between the Chippewa Falls Area Unified and Eau Claire Area school districts - which is the tell that a contractor working Lake Hallie is working a corridor, not a town.

Lake Hallie itself is a 79-acre oxbow off the Chippewa River, 13 feet deep at the most, cut off from the main channel and pressed into service back in 1843 as a holding pond for logs bound for the Blue Mill. The river forms the village's western edge, and US 53 and Wisconsin 29 cross at a cloverleaf interchange right in the middle of the village, which is why a place of 7,000 people carries the traffic and the highway frontage of something much bigger. The 1849 government survey called this ground rolling, with sandy soil, and that sand plus river-bottom drainage is what decides whether a slab, a driveway, or a coating survives its first decade. Wisconsin code puts footings below frost penetration or at least 48 inches below grade, whichever is deeper, and nobody in the Chippewa Valley gets a pass on that number.
