UW-River Falls opened in 1874 as the River Falls State Normal School and now enrolls more than 5,000 students across 70-plus areas of study, on a 226-acre campus with two laboratory farms running another 303 acres. Allina Health's River Falls Area Hospital is a 25-bed critical access hospital and a Level IV trauma center, and the school district serves over 2,500 students. But the buyer who sets expectations is the commuter: Pierce and St. Croix are the only two Wisconsin counties in the 15-county Minneapolis-St. Paul-Bloomington MSA, the city sits five minutes off I-94 and about 30 minutes from downtown St. Paul, and median household income runs $83,627 against a mean commute of 22 minutes. The city itself straddles the county line, with 12,546 residents in Pierce and 3,636 in St. Croix at the 2020 census.
The defining fact is that River Falls owns its river. The city bought the dam in 1900 and built a municipal utility around it, replaced the Junction Falls timber crib with a concrete gravity dam in 1920, and has run hydro at Junction Falls and Powell Falls ever since - two dams about a mile and a half apart, impounding Lake George and Lake Louise. They now generate less than one percent of the city's electricity, and in April 2026 the Army Corps of Engineers approved the feasibility report and a finding of no significant impact to remove both and return the Kinnickinnic to a free-flowing Class I trout stream. The other fact that decides whether exterior work survives: Wisconsin code puts footings below the frost penetration level or at least 48 inches below adjacent grade, whichever is deeper, so every post, stoop, and pad here goes down four feet or it moves.
