Lake Elmo started as a stage stop: Bernard and Maria Cyphers built the Lake House, a hotel and tavern, south of Sunfish Lake in 1848. The railroad from St. Paul to Stillwater came through in 1872, and in 1879 Alpheus Stickney, the St. Paul railroad man, renamed the lake and the settlement Lake Elmo and put up a 58-room hotel on the shore. The town spent the next decades as a summer resort. The village incorporated in 1925, and in 1972 it joined with the township around it to become the city. For most of the years since, Lake Elmo chose to stay rural while the rest of the county filled in, until a 2005 Minnesota Supreme Court ruling required it to plan to the Metropolitan Council's regional guide.

It permitted 168 new houses in 2023 alone, worth $55 million. The median home was built in 2004, more than half the housing has gone up since 2000, 42 percent of it since 2010, and only about 6 percent of the homes are rentals. Lake Elmo Park Reserve, 2,165 acres run by Washington County, is inside the city limits, and the Lake Elmo Airport, 640 acres owned by the Metropolitan Airports Commission, got a new 3,500-foot runway in 2022. New houses mean new driveways, garage floors, lawns and fences, on ground that freezes: the code puts footings at least 42 inches down in Washington County.
